If you have foreign-based workers, you may need to secure office space for them. Whenever possible we recommend borrowing space from a local partner. This not only saves money but may reduce the risk of unintentionally creating a permanent establishment. However, you should check with the local partner for any laws pertaining to non-employees utilizing the partner’s workspace.

If you need to lease office space in another country or, in rare cases, housing, contact Global Operations. We will help you review the considerations below and engage the Office of General Counsel to negotiate and sign a contract. ASU employees are not allowed to sign legal contracts without having ASU signature authority.

Considerations for leasing space in an international location:

Local legal requirements (i.e., Who can legally sign the lease?)
Cost.
Safety and security.
Proximity to housing, transportation, banking, etc.
Room for visitors/growth.
Internet and phone.
Local zoning laws.
Insurance coverage.

In some cases, projects may need to purchase assets, such as a vehicle. These purchases must be budgeted for including any applicable taxes and insurance. Both the ASU Office of General Counsel and ASU Risk Management will be brought in to ensure all legal and insurance requirements are met.

In the event an asset needs to be purchased for a sponsored project, confirm you are following the sponsor’s rules and regulations regarding equipment purchases.
